Preamble to China climate conference; Pushing for 60 mpg; NYC sewage; Climate legislation in "chunks"

In a National Journal: Congress Daily article, Jake Schmidt, Anjali Jaiswal, and Barbara Finamore discussed the climate change conference next week in Tianjin, China, and how the international community is disappointed in the United States’ failure to enact climate legislation.
In USA Today and The Detroit News, Roland Hwang advocated for a 60 mpg fuel efficiency standard, in anticipation of the Obama administration’s expected mileage rule this week, which would list an overall auto-industry standard that could range from 47 mpg to 60 mpg… Eric Goldstein was quoted in The New York Times, and interviewed by WNYC (NYC NPR), about his support for Mayor Bloomberg’s plan to invest up to $1.5 billion over the next 20 years on new environmental techniques to reduce the flow of sewage into the city’s waterways.
In an E&E ClimateWire article, David Hawkins responded to President Obama's newest pledge to prioritize climate change legislation next year, stating his support for "one package" of climate legislation but acknowledging that “legislation in chunks is better than inaction”
