The Whole Enchilada - A Summary of the Water Bills

Here is an excellent summary of the water reform package passed by the state legislature on Nov. 4, as well as a summary of the water bond – with links to the final language. My colleagues and I will be writing about each of the reform bills in the coming week. NRDC took no position on the bond.
The summary was prepared by the Conservation Strategy Group. Full disclosure – CSG ably assisted NRDC in passing the water conservation bill in this package, which we co-sponsored with the Metropolitan Water District of Southern California.

Barry, of course you will continue to champion the legislation that you helped write. However, you have left out one very important, and missing, aspect of the conservation measure. In is just plain arithmetic. If agricultural use = over 60% of the water used by humans, how can you achieve 20% reduction in water use when the legislation specifically bars the use of percentage reduction requirements for the agricultural sector. Common sense and arithmetic says it won't happen. Where do you plan to make up the difference?
